Macfadden manages a $300 million institutional support contract at USAID’s Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA), with over 250 employees in Washington, D.C. and overseas,  supporting 9 Task Orders —a contract we have held since 1993. Macfadden’s customer-centered program management approach supports our clients’ need for quick action in dynamic, mission sensitive situations. We meet this challenge through flexible, responsive oversight and proactive communication and risk management.

Macfadden’s travel team provides guidance and support to all aspects of travel for USAID’s Office of U.S. Foreign Disaster Assistance (OFDA), including rapid deployment of Disaster Assistance Response Teams (DARTs) and related deployments of humanitarian assistance specialists. Travel assistance also includes targeted humanitarian outreach through events, speaking engagements, social media outreach, public education and training. Macfadden provides document production, scheduling coordination, travel and transportation support, and records of all events and travel. We support travel arrangements for both domestic and international travel for annual conferences and regional workshops including in Kenya, Mexico, Greece, Armenia, UAE, Thailand, Vietnam, and Cambodia. We were instrumental in the successful implementation of hundreds of training workshops and an annual partners’ conference hosted by USAID’s American Schools and Hospitals Abroad (ASHA).

The Macfadden grants management team provides critical grant support for multiple offices within USAID’s Bureau for Democracy Conflict and Humanitarian Assistance (DCHA). Macfadden develops grant guidelines and templates and supports post-award audit preparation. We provide full acquisition management life cycle, draft exceptional RFAs and RFQs, manage the solicitation process and review and evaluate submissions, administer agreements, provide recommendations to COR/CO on modifications, close out grant accounts, and ensure that the entire lifecycle is fully compliant FAR and is agency specific.

Macfadden specializes in recruiting, on-boarding and deployment for global programs. Our clients benefit from Macfadden’s proactive staffing approach that enables our recruiters to identify and qualify applicants. We offer prepared, responsive and flexible support services and maintain year-round, 24/7-response capacity for staff deployed to complex environments. Our ISO-certified Quality Management System (QMS) ensures that dependable processes, communications, financial readiness, and real-time responsiveness are available from our Washington, DC-based operations unit.

Macfadden currently serves the Coast Guard Security Center by providing maintenance, upgrades, help desk support, user training, and data entry for all of the IT systems and databases. We offer mission-critical IT support for personnel security systems and have been instrumental in ongoing efforts to increase the use of digital technologies to improve data transparency, interoperability, and reliability.

Macfadden also supports USAID’s agency-wide Global Acquisition and Assistance System (GLAAS),providing Tier 2 and Tier 3 help desk support and administration. Tasks include troubleshooting, quality assurance, system performance monitoring, release planning and testing support, business applications management, disaster recovery support, information security, and user access management. We leverage considerable practical experience with GLAAS, based on our decades of grants management work at USAID.

Macfadden’s financial management services help government clients achieve individual financial objectives and secure a profitable future. In addition to providing financial advisory and budget services, our staff support day-to-day activities such as allocation of funds (commit, obligate, execute), accounting and financial reporting, validation and reconciliation, adjustment to meet changing requirements, and audit preparation and support. We process financial business filing, generate reports and print. Macfadden has facilitated the development and execution of budgets of up to $500 million and has managed financial data on Oracle and other government financial systems.

At the USCG ALD Financial Management Branch, Macfadden provided routine financial analysis, including transactional analysis and resolution of errors, identification and reconciliation of unresolved transactions and undelivered orders, and analysis of distribution of funds, historical spending reports, and Funds Transfer Authorization.

Macfadden has also developed spreadsheet templates to facilitate an organized collection of sample data from across C4IT. Macfadden interfaces routinely with the ICB Branch Chief and other stakeholders.

Macfadden has extensive experience conducting trainings, events and seminars.  We conduct over 100 training and workshops per year for our current OFDA client training over 1,000 trainees (USG and civilian)/year.  We plan training workshops and symposiums for host country governments to promote best practices in disaster responsiveness.

In FY 2016, Macfadden provided targeted humanitarian outreach through events, speaking engagements, social media outreach, public education and training, and through the client website, to over 600,000 people.  Macfadden supports the facilitation of and updates to 104 classroom training courses, as well as the maintenance of and updates to 39 online courses.  Macfadden assists in the training of almost two thousand people across multiple agencies—OFDA, other USAID staff, and miscellaneous USG and non-USG staff.



U.S. Agency for International Development – Humanitarian Support Services for USAID’s Bureau of Democracy, Conflict, and Humanitarian Assistance (DCHA)
Effective humanitarian efforts require analysis and assessment, training, logistics support, and rapid response. Macfadden’s extensive history and management efforts in humanitarian assistance make us a leader in disaster response operational support. Since 1993, Macfadden has supported USAID’s Office of U.S. Foreign Disaster Assistance (OFDA) in responding to more than 1,000 disasters worldwide. We support multiple Offices within the DCHA Bureau under the Humanitarian Assistance Support Contract (HASC). Our team possesses decades of disaster management experience and a first-hand understanding of the full life cycle of disasters and complex emergency responses. In addition to assisting with rapid response for Disaster Assistance Response Teams (DARTs) and helping to support ongoing Response Management Teams (RMTs), Macfadden staff provide complex information management support services and comprehensive training support. Macfadden manages billions of dollars in annual grants and cooperative agreements, provides extensive recruiting support for U.S. personal services contracts (PSCs) and surge personnel, produces maps and cartographic analysis for complex humanitarian assistance challenges, and helps to publicize disaster information to catalyze public support for individuals and families in need.

For the DCHA Bureau’s Office of Food for Peace (FFP), Macfadden supports FFP in providing emergency food assistance to those affected by conflicts and natural disasters and implementing developmental food programs to address the underlying causes of hunger. Our FFP support services include the administration of grants, cooperative agreements, contracts and interagency agreements; recruitment and administrative support of PSCs; field program support; administrative and information support services; and staff training and support for capacity building activities.

Macfadden staff provides quality and seamless administrative, communications, knowledge management, and program support services to USAID’s Center for Excellence on Democracy, Human Rights, and Governance (The DRG Center). DRG spearheads the advancement of democracy, human rights, and sound governance in countries all over the world, and also manages grants and provides technical support to USAID missions. Macfadden support services include overall program support, administrative support for DRG senior management, as well as travel and administrative support, knowledge management and communications support, and elections and political processes fund administration support.

U.S. Department of State – Office of the Coordinator of U.S. Assistance to Europe and Eurasia (EUR/ACE)
Macfadden helped to enable sustainable development and lasting peace by assisting clients like the State Department and USAID to help high-risk countries protect basic citizen rights, and to bring freedom and advance human dignity. For over 20 years Macfadden has supported EUR/ACE efforts to develop, direct and administer economic, democratic, rule of law, and security and law enforcement assistance programs. We provided program monitoring and evaluation (M&E), IT support, and country assistance in addition to the OPH humanitarian assistance program.

Macfadden provided institutional and operational field support for OTI’s Lebanon Civic Support Initiative (LCSI). LCSI directly contributed to a strong legacy of efforts tp develop civil society effectiveness in Lebanon.

U.S. Department of State – Bureau of International Narcotics and Law Enforcement Affairs (INL)
As subcontractor to BlueForce, LLC, we work with the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) implementing programs in partnership with U.S. inter-agency and military. Macfadden personnel support US Embassies, providing technical advice and training related to the investigation and prosecution of cases under the seized asset legislation. We also support efforts to counter illicit drug trafficking and transnational organized crime, help support investigation and prosecution of cases against Human Rights Defenders, money laundering, and related financial crimes.


U.S. Agency for International Development – Humanitarian Support Services for USAID’s Bureau of Democracy, Conflict, and Humanitarian Assistance (DCHA)
Macfadden provides communication and information support for the DCHA Bureau’s Office of U.S. Foreign Disaster Assistance (OFDA), the Office of Food for Peace (FFP), and the Office of Transition Initiatives (OTI) to support complex disaster response and humanitarian support programs. The Macfadden GIS team specializes in producing maps and analyses to enhance USAID’s ability to address complex humanitarian challenges. Our maps and analyses are also used to brief key policy makers in the White House, Congress and State Department and USAID. We specialize in analyzing data to derive critical information about impact areas, demographics, needs and resource gaps. Our GIS specialists have developed numerous information sharing processes, procedures and platforms. Information Support Unit provides specialized support for critical information products and services to aid knowledge management and coordination of humanitarian programs. Macfadden information specialists provide specialized support to OFDA and FFP by creating information products for public and government audiences that highlight the Offices’ humanitarian and development programming worldwide. Information specialists monitor and report on humanitarian crises from both D.C. and international locations, oversee knowledge management for the office, and facilitate government-wide coordination on humanitarian programs.

During our years of providing financial management and technical writing services within the office of the Coast Guard’s Chief Financial Officer (CG-8), our budget analysts developed vital reports and our technical writers developed and adapted a standard style for all documents and manuals, and cleared thousands of undelivered orders and outstanding commitments, resulting in substantial recovered fund balances.

Macfadden supported the FDA’s Center for Drug Evaluation and Research (CDER) and their ADIMS Steady State Program. The work performed by Macfadden under this contract included program management, systems operation & maintenance, enterprise application integration, full life cycle software engineering, support for a COTS Oracle application upgrade, user training/user support, and documentation.

U.S. Treasury – Support for Enterprise Deployment of Integrated Document Management System (IDMS)
Macfadden was responsible for the deployment, operation and maintenance of the Integrated Document Management System (IDMS) at the Treasury Financial Management Service. We engineer IDMS for enterprise deployment, install and maintain IDMS software, and provide Tier 2 and Tier 3 help desk support. We perform business analyses to identify cost savings and return on investments and develop IDMS user manuals and training material. Supported by Macfadden, IDMS achieved significant savings in costs and labor and was recognized as an “Outstanding Government System Implementation.
