International Disaster Response Management

Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), United States Agency for International Development (USAID)
Since 1993, Macfadden has assisted USAID's Office of U.S. Foreign Disaster Assistance (OFDA) in fulfilling its mandate to deliver humanitarian and disaster relief worldwide. Macfadden has continued to expand the scope of its support to the Agency, and now offers support services to the ten sister offices that comprise USAID's Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA).

To date, Macfadden has responded to over 700 disasters in more than 50 countries. In the past year alone, the Macfadden team provided disaster support in more than 17 countries around the globe. Operating in some of the most challenging environments imaginable, Macfadden obligated more than $675 million in grants, cooperative agreements, and interagency agreements on behalf of USAID in FY2009. Macfadden deployed 24 staff members to serve on response teams for a total of 87 weeks and trained more than 500 individuals through 13 course offerings.

Serbia Contingency Planning and Economic Security Program (SCOPES), USAID
Macfadden is continuing its history of helping agencies prepare for disasters through a recent initiative supporting Development Alternatives Inc.'s (DAI) work with the SCOPES program. Funded by long-standing Macfadden client, USAID, the primary purpose of the SCOPES program is to aid Serbian communities in planning and preparing for potential natural disasters, crises and emergencies.

Macfadden's primary tasks under this sub-contract involved providing essential training to enable the rapid and effective assessment of emergency situations during surge situations to ensure that maximum capacity is realized. Training modules were presented to DAI and USAID staff to equip SCOPES personnel and potential assessors with the necessary tools, knowledge and skill sets that are required to conduct damage and needs assessments in a timely manner, while following internationally recognized standards.

Stamping Out Pandemic and Avian Influenza (STOP AI), USAID
Macfadden continues to support emergency preparedness efforts as a part of USAID's Stamping Out Pandemic and Avian Influenza (STOP AI) team. STOP AI provides technical resources and support services in preparedness planning; surveillance and prevention; outbreak and response; and re-infection prevention and recovery within the animal health sector. Macfadden, and the project's prime contractor Development Alternatives, Inc. (DAI), are helping ensure that HPAI does not evolve into a human health crisis.

As part of the STOP AI initiative, Macfadden provides logistics and operations support to teams deployed overseas. Macfadden provides assistance in developing in-country logistics plans for distribution of USAID Avian Influenza Commodities. Additionally, Macfadden is helping to guide the development and review of in-country Avian Influenza preparedness plans, including the development of logistics standard operating procedures (SOPs). To date, Macfadden has participated in missions to Ghana and Nigeria to assist USAID missions and enable host governments in these countries to strengthen their logistics capacities to cope with Avian Influenza outbreaks and develop SOPs for USAID AI commodities distribution.

Lebanon Stabilization Project, USAID
Macfadden is working on behalf of USAID's Office of Transition Initiatives (OTI) as an integral part of the U.S. Government's effort to promote peace and stability in Lebanon as the country continues to face a number of urgent and significant rebuilding challenges. Macfadden recently established a field office in Beirut to implement and monitor a fast stabilization initiative. Providing field program support, Macfadden manages the agency transition programs in the region. Macfadden staff directly supports OTI by overseeing the in-country programs that provide assistance grants and agreements to local and international organizations. Macfadden is responsible for administrative, logistics, procurement and finance aspects of the program. Serving as program evaluation consultants, Macfadden also supports several short-term evaluation projects to monitor and assess programs including border security operations, and making recommendations to enhance the overall success of the initiative.

Darfur, Sudan: Administrative and Operational Field Support, USAID
Macfadden continues to provide support to Sudan to oversee and implement humanitarian and transition programming as Darfur faces a number of critical political, humanitarian, and social problems. Currently providing administrative and operational field support to the Office of U.S. Foreign Disaster Assistance (OFDA), Macfadden established two field offices located in Khartoum and continues to maintain one of these offices. Macfadden supports USAID temporary duty staff; the purchase and/or maintenance of office and guest house equipment; the recruitment and hiring of staff; the maintenance of communications system and the implementation of administrative, personnel and procurement support.

Providing PMO support to the DOJ, Macfadden managed efforts to merge systems within the Executive Office for Immigration Review (EOIR) and the DOJ Justice Consolidated Office Network (JCON) shared service model.

A project plagued with logistical problems, Macfadden expertly resolved these issues resulting in improved customer satisfaction. As part of this project, Macfadden facilitated collection and reporting of earned value metrics, enhanced the PMO's project lifecycle, established a formal risk management program and mentored existing project managers.

U.S. Department of State
Since 1993, Macfadden has aided the Office of the Coordinator of U.S. Assistance for Europe and Eurasia (EUR/ACE), U.S. Department of State in assisting governments in transition, managing humanitarian assistance and shaping public policy for governments in transition and enabling economic development. Our intrinsic knowledge and understanding of foreign policy and knowledgeable regional policy experts support grants administration, security and law enforcement, economic development, program management and logistical support to ensure medical equipment, emergency cargo and supplies reach designated countries.

Through our work with the DOS, Macfadden has helped EUR/ACE become a model of efficiency in the U.S. government, with a ten to one ratio of delivered commodity value to operational costs. While helping relieve suffering in isolated populations throughout Eurasia, more than $162 million in assistance has been delivered through this program.

U.S. Environmental Protection Agency (EPA), Office of Pesticide Programs (OPP)


For more than ten years Macfadden has provided production imaging services for EPA OPP. Macfadden supported the digital conversion of approximately one million pages per year of scientific studies and other documents submitted for approval by pesticide manufacturers. This work was performed at Macfadden's facility in Lanham, MD in accordance with a tight production schedule and in conformance to specific quality standards. The documents being converted were classified as "confidential business information" subject to protection under the Federal Insecticide, Fungicide, and Rodenticide Act, and as a consequence, all Macfadden staff handling those documents was required to be cleared annually. Completed image files were delivered to the EPA on CD-ROM along with an updated comprehensive document index. Upon EPA's acceptance of the deliverables, the source materials were delivered to the Federal Records Center in Suitland, MD for long-term storage. Macfadden also provided staff at EPA OPP with on-demand document retrieval and printing from the EPAs extensive microfiche library.

U.S. Department of Agriculture - National Agricultural Library
Macfadden has provided digital conversion services on a number of projects for the National Agricultural Library. The source documents for this project included dis-bound monographs, scientific papers, brochures, pamphlets, watercolor paintings, black-and-white photographic prints, 35mm color slides, 16mm movie film, and VHS videotape. Macfadden is adept at organizing data and the methods of navigation, indexing, and search that were developed as part of this project.

Pension Benefit Guaranty Corporation (PBGC) - Insurance Operations Department (IOD)
The Pension Benefit Guaranty Corporation (PBGC) awarded Macfadden a five-year contract to staff and operate the Data Management Center of its Insurance Operations Department. Under this contract, Macfadden digitized hundreds of thousands of participant files and hundreds of pension plan files from failed corporate pension plans taken over by the PBGC. Macfadden also provided related help desk services. Quality control and speed are very important in this setting to ensure that benefit checks continue without interruption and that each check is mailed to the correct recipient.

U.S. Department of Transportation - National Highway Traffic Safety Administration (NHTSA)
The National Highway Traffic Safety Administration (NHTSA) selected Macfadden to digitize a set of publications and videotaped demonstrations pertaining to impaired driving and the standardized field sobriety tests recommended for use by police officers when questioning drivers suspected of driving under the influence of alcohol. The objective was to create a fully searchable, CD-ROM-based, information resource for distribution nationwide to judges, prosecutors, law enforcement officials, and other interested parties. The Government Printing Office has produced thousands of copies from the master CD-ROM developed by Macfadden, and the resulting product has been distributed nationwide by NHTSA.

U.S. Coast Guard - Finance Center (USCG)


For more than 10 years Macfadden has supported the United States Coast Guard (USCG) Finance Center in its mission to process the financial transactions of the USCG. Our personnel have provided crucial expertise during the USCG's transition from the previous U.S. Department of Transportation Departmental Accounting and Financial Information System (DAFIS) core accounting system to the new Coast Guard Core Accounting System (CAS), based on Oracle Federal Financials.

The transition has significantly improved and enhanced the USCG Finance Center's ability to maintain and track financial transactions for one of the largest agencies in the Department of Homeland Security (DHS). In addition, our team has been a key factor in enabling the USCG to provide financial transaction support to additional DHS agencies, such as the Transportation Security Administration (TSA).

We continue to provide the various types of Software Development Lifecycle Support (SLDC) essential to the integration of new applications with the new Oracle Federal Financials system. We also support the USCG Finance Center with senior management analysts who are responsible for developing reports for the new Coast Guard Oracle Federal Financials core accounting system by using Oracle Developer/Reports/Forms.

U.S. Department of Treasury - Financial Management Service (FMS)
Macfadden designed, developed and deployed an award-winning Integrated Document Management System (IDMS) to support the Treasury Offset Program (TOP) within the Financial Management Service of the U.S. Treasury Department. The fundamental purpose of TOP is to enable the federal government to withhold part or all of a payment to a citizen if the citizen is indebted to the federal government and in arrears in repayment. The TOP generates a significant amount of correspondence and telephone inquiries from affected citizens, especially during income tax season. By digitizing all of the TOP-related correspondence and developing unique methods for automatically processing returned mail within the IDMS, Macfadden enabled the Treasury Department's Financial Management Service to make dramatic cuts in the number of temporary customer service representatives required to handle telephone inquiries during tax season while reducing the time required to answer a caller's questions from hours to a few minutes. Macfadden delivered this highly successful system ahead of schedule and under budget. As a result, Macfadden earned both the Association for Information and Image Management (AIIM) Award for projects requiring superior integration skills and the Kinetic Information Group Process Innovation Award for creative and innovative solutions. After system implementation, the U.S. Treasury Department was able to expedite the collection of more than $4 billion in delinquent debt.

Following deployment of the IDMS, the U.S. Department of Treasury's Financial Management Service (FMS) tasked Macfadden with implementing a series of document archive applications and automating the business process workflow for several departments within FMS. These successful developments provided the basis and the confidence for FMS to proceed with initiating enterprise-wide applications intended to bring similar cost savings to other components of FMS and to migrate the system to the next generation of software that will include a records management capability and a more flexible graphical user interface.

Food and Drug Administration (FDA)
Since 1995, Macfadden's team of IT experts has enabled the FDA's Center for Drug Evaluation and Research (CDER) to ensure an efficient drug approval process and monitor drugs that have already received FDA approval. Developing customized programs to support administrative functions and management, Macfadden has supported the FDA through application development, integration services, industry research, search and retrieval systems and document imaging.

A leader in health information technology, Macfadden is working to improve access to drug information. With 23 searchable databases containing more than 5 million documents, Macfadden is working to integrate Enterprise Search into the agency by taking disparate collections of information and making them easily searchable by users across the agency providing instant, secure access to data relevant to the FDA's business processes.

This highly successful program has effectively reduced search times from 30 minutes to a mere 1/10 of a second. Scientists using the search software are now able to provide high-quality drug reviews because they can now easily find information they couldn't locate previously, or didn?t have time to spend searching for.

Macfadden is also improving patient safety through its work providing technical support to the FDA's Structured Product Labeling (SPL) project, an initiative requiring manufacturers to submit prescription drug label information in a specialized electronic format that utilizes embedded computer tags, enabling healthcare providers and the general public easier access to product information. Macfadden provides programming support, quality assurance and testing support to facilitate the interoperability between pharmaceutical companies and the FDA.

Federal Aviation Administration (FAA)
Macfadden's IT solutions have enabled Macfadden?s first and longest standing customer, the FAA, to improve the safety and efficiency of aviation by providing critical database and data management services. Macfadden team members designed, developed and maintained the National Airspace Incident Monitoring System. This highly complex re-engineering project's purpose was to enhance data collection process management for incident reports submitted by air traffic controllers.

Macfadden also worked closely with the National Aviation Safety Data Analysis Center (NASDAC) to analyze data contained in more than 70 aviation-related databases around the world, helping to improve air safety.
