GSA Schedule 874, Management Organizational & Business Services (MOBIS)

GSA's MOBIS is a Multiple Award Schedule (MAS) contract providing agencies with easy procurement access to consulting and training services for improving organizational effectiveness. Specifically MOBIS is intended for:
  • Diagnosing troublesome business processes, and, where appropriate, redefining the problem;
  • Developing coherent, well-articulated recommendations for improvement;
  • Building commitment and consensus around required change;
  • Assisting with implementation, and ensuring that high quality standards are followed;
  • Training services to facilitate self-reliance in the future; and
  • Improving organizational effectiveness.
Macfadden's MOBIS contract covers the following Special Item Numbers (SINs):

874-1 Consulting Services - Provides expert advice, assistance, guidance or counseling in support of agencies management, organizational and business improvement efforts. This may also include studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Examples of consultation include but are not limited to:
  • Strategic, business and action planning high performance work
  • Systems alignment
  • Performance measures and indicators
  • Cycle time
  • Organizational assessments
  • Program audits, and evaluations
  • Process and productivity improvements
874-2 Facilitation Services - Provides facilitation and related decision support services to agencies engaging in collaboration efforts, working groups, or integrated product, process, or self-directed teams. Examples include but are not limited to:
  • Defining and redefining the agenda logistical meeting/conference
  • Convening Joint Application Development (JAD) sessions
  • Providing facilitators or moderators to control meetings
  • Focusing decision-making debriefing and overall meeting planning
874-7 Program Integration and Project Management Services - Provides services in the management and integration of programs and projects. Examples include but are not limited to:
  • Program management
  • Program oversight
  • Program Integration of a limited duration

Since 1993, Macfadden has aided the Office of the Coordinator of U.S. Assistance for Europe and Eurasia (EUR/ACE), U.S. Department of State in assisting governments in transition, managing humanitarian assistance and shaping public policy for governments in transition and enabling economic development. Our intrinsic knowledge and understanding of foreign policy and knowledgeable regional policy experts support grants administration, security and law enforcement, economic development, program management and logistical support to ensure medical equipment, emergency cargo and supplies reach designated countries.

Through our work with the DOS, Macfadden has helped EUR/ACE become a model of efficiency in the U.S. government, with a ten to one ratio of delivered commodity value to operational costs. While helping relieve suffering in isolated populations throughout Eurasia, more than $162 million in assistance has been delivered through this program.
